DUTIES:
The successful candidate:
- Is responsible for the overall development, coordination and/or implementation of all environmental investigations and environmental protection plans for various generation and linear developments
- Initiates, plans and implements multi-disciplinary studies of impacts and environmental protection measures by developing terms of reference, selecting consultants, monitoring progress, administering contractual arrangements and reviewing overall results
- Ensures in house functional specialists are consulted and have input to impact assessments and study design
- Prepares environmental impact statements, prepares and presents expert testimony and provides technical recommendations for use in project planning and design, at public hearings and in public consultation programs
- Initiates, plans and coordinates impact monitoring studies during pre-licensing, construction and commissioning phases of projects
- Provides recommendations on environmental and socioeconomic matters having a bearing on project policy
- Participates in discussions and negotiations with regulatory agencies regarding terms of reference for studies, acceptance of reports and development of mitigation and compensation programs
- Maintains liaison with regulatory agencies, First Nations, special interest groups and the public regarding environmental impacts and mitigation and compensation proposals of projects and developments
- Prepares technical and status reports, administers budgets, controls schedules and reviews reports prepared by others for technical content and appropriateness
- Provides technical direction over subordinate and assigned study/project staff
- Participates on stakeholder committees addressing various environmental issues.
- A master's degree in a life or physical science, with knowledge in investigative techniques, report preparation, environmental management requirements of large capital projects and project management
- Six to nine years experience in the conduct of investigative environmental studies
- Broad technical knowledge of environmental and natural resource disciplines and the ability to develop, coordinate and implement environmental investigations and environmental protection plans
- Knowledge of statistical sampling requirements and analyses and related database applications
- Knowledge of Federal and Provincial environmental assessment legislation, processes and issues
- Working knowledge of the project management function including planning, scheduling, project tracking and financial and resource management
- Basic knowledge of the electrical utility industry and working knowledge of design and operating characteristics of plant
- Experience in budget planning, office administration, people management and contract management
- Well developed team leadership, negotiation, presentation and communication skills
- Sound analytical, organizational, multi-tasking & time management skills
- Experience in social issues management and media relations
- Membership or ability to obtain membership with the BC College of Applied Biology or a similar professional association recognized by BC Hydro.
- One position will involve senior co-ordination of a number of environmental components of generation capital projects
- The other position will involve senior co-ordination of the environmental components of projects to build and maintain power delivery infrastructure. A preference will be given to candidates with demonstrated experience addressing species at risk and wildlife impact mitigation/prevention requirements associated with capital projects.
